Framework Description
The National Framework Partnership's Communal Cleaning Framework including Window Cleaning is a four-year, single-lot framework running from 1 November 2025 to 31 October 2029. It gives public sector clients access to pre-qualified cleaning contractors for communal areas, external estates and windows. Applications for this framework are closed (it is not a DPS), and it sits in the Facilities & Estates category.
Context & Use Case
Social landlords and other public sector organisations use it for routine cleaning of stairwells, corridors and shared spaces in housing blocks, external estate cleaning, window cleaning and deep cleans. Clients can appoint by direct selection or mini-competition, which suits both ongoing contracts and one-off jobs such as void property cleans.

Who Can Apply
Suits cleaning contractors with experience in communal and estate cleaning for public sector or social housing clients, holding the right accreditations and insurance. Applications for this framework are closed until the re-tender before 31 October 2029.
Buyer Benefits
Residents notice communal cleaning standards, and landlords are judged on them. Buyers value vetted contractors with insurance and accreditations already checked, reliable schedules, and a single route that covers communal, external and window cleaning together. The four-year term gives them stability, while direct selection lets them add one-off cleans quickly.
Next Steps
Appointed contractors should get to know housing management teams and show reliability and resident satisfaction on early contracts. Others should note the 31 October 2029 end, keep accreditations current, and build social housing cleaning case studies, resident feedback data and safe working at height records ahead of the re-tender.
How Athena Can Help
Cleaning contracts are often won on method and resident satisfaction. If you are appointed, Athena's housing services bid writers build mini-competition responses that show scheduling, supervision and quality control, with prices that still pay.
For contractors planning for the next tender, our framework preparation programme builds your accreditations, case studies and resident feedback evidence over the term. Our social value bidding help shows evaluators how local employment and training add real value to the communities you clean for.
