Framework Description

Construction Framework East Above £20M is one of the National Framework Partnership's regional construction frameworks. It covers major public sector projects worth more than £20 million in the East of England. It runs for five years, from 15 September 2025 to 15 September 2030, with a ranked list of pre-qualified contractors. Applications for this framework are closed (it is not a DPS).

Context & Use Case

Councils, education bodies, health organisations and housing providers in the East of England use it to appoint main contractors for large schemes. Clients can award directly to a contractor on the ranked list or run a mini-competition. Because the framework is filtered by region and value, buyers only see contractors able to deliver projects of this size in this area.

Who Can Apply

Suits main contractors with a track record of public sector projects above £20 million, plus the financial standing, accreditations and health and safety credentials to match. New contractors cannot join until the re-tender ahead of 15 September 2030.

Buyer Benefits

For large schemes, clients want contractors already tested on financial strength and delivery of major projects. The framework gives them a compliant route with a choice of direct award or competition, saving months of procurement on high-value projects. The five-year term also gives them a stable route for multi-year capital programmes.

Next Steps

Appointed contractors should engage early with East of England clients planning major capital programmes, since a strong ranking and early dialogue help secure direct awards. Others should note the 15 September 2030 end and prepare for the next tender by building evidence of large public sector schemes in the region.

How Athena Can Help

Major project mini-competitions are decided on narrow margins. Athena's major bid management runs your response from planning to submission, with win themes built on our F.V.D. model and competitor score modelling.

Our public sector construction bids support covers pricing, social value and compliance under the Procurement Act 2023. For contractors preparing for the 2030 re-tender, our framework strategy support plans the evidence, case studies and accreditations you will need, and when to gather them.
