Framework Description
The National Framework Partnership's Construction Framework London over £20M covers major public sector construction projects in London worth more than £20 million. It runs from 15 September 2025 to 15 September 2030, a five-year term, and gives clients a ranked list of pre-qualified main contractors. It is a single-lot framework, not a DPS, and applications are closed.
Context & Use Case
London boroughs, housing providers, education and health bodies use it to appoint contractors for large schemes, such as estate regeneration, new schools and health buildings, and major refurbishments. London projects often involve tight urban sites and complex logistics, so clients want contractors with a proven record in the capital. They can award directly or run a mini-competition.

Who Can Apply
Suits major contractors with London public sector projects above £20 million, strong financial standing and the right accreditations. Applications for this framework are closed, so the next chance to win a place is the re-tender ahead of the 15 September 2030 end.
Buyer Benefits
Buyers save months of procurement on high-value London projects and get contractors already vetted for financial and technical capacity. The choice of direct award or mini-competition lets them balance speed with value, and the ranked list rewards contractors who perform well.
Next Steps
Appointed contractors should build early relationships with London clients' capital teams and position for direct awards through strong performance. Non-appointed contractors should track the framework end date of 15 September 2030 and gather London case studies, social value outcomes and supply chain evidence for the re-tender.
How Athena Can Help
In London, social value and programme certainty can decide a major bid. Athena's end-to-end bid management for contractors builds win themes that cover both, with competitor scoring to show where you can gain marks.
Our public sector social value bids support turns local employment and supply chain commitments into scored answers. Ahead of the next tender, our framework pipeline plan sets your preparation timeline and the London evidence you will need.
