Framework Description
The Heat Metering Capital Replacement Framework, run by the National Framework Partnership (NFP), covers the supply, installation and upkeep of heat meters in public sector and social housing buildings. Applications for this framework are closed (it is not a Dynamic Purchasing System), and it runs until 1 October 2027. Clients review the appointed suppliers on NFP's website and call off through a four-step e-sign process.
Context & Use Case
Organisations with communal or district heating use it to replace ageing heat meters as a capital programme, so that each property's heat use is measured accurately and residents are billed fairly. Clients either select a supplier directly or run a mini-competition through the e-sign forms, which suits both single-site replacements and larger programmes across a portfolio.
Scope of Services

Who Can Apply
Suits heat meter suppliers and installers with a track record in heat metering for multi-occupancy buildings. The supplier list is fixed, so firms not already appointed cannot join until the framework is re-procured, likely around October 2027.
Buyer Benefits
Inaccurate or failed meters lead to disputed heating bills, so buyers value a route to specialists who can install, maintain and read meters under one arrangement. The e-sign call-off lets a client appoint quickly, and the data management element helps them spot consumption patterns and support energy efficiency work.
Next Steps
Appointed suppliers should be ready to price replacement programmes and to show how meter data will support accurate billing. Others should prepare for the re-tender expected around 1 October 2027, when NFP's related heating frameworks also end. Check the NFP framework page for the contract notice and gather evidence of completed meter replacement programmes.
How Athena Can Help
With re-procurement likely in 2027, now is the time to plan. Athena's support getting onto frameworks covers identifying when the replacement opens, writing the narrative responses and preparing case studies from your meter replacement work.
If you are already appointed, our bid writing and pricing help turns mini-competition invitations into wins, with pricing models for multi-site programmes and a compliance check before you submit. For heat metering tenders outside NFP, our public sector bid support runs from bid/no-bid through to award.
