Framework Description
The National Framework Partnership (NFP) Heat Network Services and Maintenance Framework appoints contractors to service, repair and improve heat networks, also known as district heating systems. It is a traditional framework rather than a Dynamic Purchasing System, with applications closed, and it runs until 1 October 2027. Public sector clients call off work through NFP's four-step e-sign forms, either by direct selection or by mini-competition.
Context & Use Case
Landlords and other public bodies that operate heat networks use it to keep heat flowing to the buildings they serve. Typical call-offs cover planned servicing and inspection, emergency repairs to avoid loss of heat, and upgrades that cut energy use. A client facing an outage can direct-select a contractor, while longer maintenance contracts are better suited to a mini-competition.

Who Can Apply
Suited to mechanical and heat network maintenance contractors with experience of district heating plant and emergency response. Appointments were made at the outset, so contractors not on the list cannot join now and should expect the next opportunity around October 2027.
Buyer Benefits
When a heat network fails, residents lose heating and hot water at once, so buyers want contractors they can call on fast. Pre-agreed terms and an e-sign call-off mean maintenance can be awarded quickly, and the efficiency work lets clients tackle running costs and carbon through the same contract.
Next Steps
Appointed contractors should prepare response-time commitments and planned maintenance schedules they can adapt quickly for mini-competitions. Others should track the NFP framework page for the re-procurement expected around 1 October 2027 and collect evidence of district heating maintenance, emergency call-out performance and efficiency improvements.
How Athena Can Help
Heat network maintenance tenders reward evidence of response times and reliability. If you are on the framework, Athena can help you win more call-offs: our bid team writes service delivery responses to the criteria, models your price against likely competitors and runs a final compliance check.
If you are aiming for the 2027 re-tender, our framework registration help gives you a pipeline plan and full application support, and our public sector bid experts can advise on which district heating opportunities to pursue first.
