Framework Description
The Heating and District Heating Framework from the National Framework Partnership (NFP), also titled Commercial Heating and District Heating, gives public sector clients access to pre-approved heating specialists. Applications for this framework are closed (it is not a Dynamic Purchasing System); it was procured under the Public Contracts Regulations and runs until 1 October 2027. Clients can appoint directly or run a mini-competition.
Context & Use Case
Public bodies use it to install, maintain and repair commercial and district heating systems in their buildings, and to bring in advice on upgrading heating technology. A client with a clear, urgent need can appoint a contractor directly; for a larger installation or a multi-building maintenance contract, a mini-competition lets several appointees price the specification.

Who Can Apply
Fits heating contractors that install and maintain commercial and district systems and can show energy efficiency expertise. Applications for this framework are closed, so contractors that were not appointed at the start must wait for its re-procurement, likely around October 2027.
Buyer Benefits
Heating failures in schools, offices or housing cause immediate disruption, so clients value a quick, regulation-compliant way to appoint competent contractors. The choice between direct appointment and mini-competition lets them match the procurement effort to the size of the job, while the efficiency scope supports their energy-saving targets.
Next Steps
Appointed contractors should keep installation and maintenance case studies ready to tailor for mini-competitions. Contractors aiming for the next framework should prepare now for its re-procurement around 1 October 2027, the same date several related NFP heating and metering frameworks end. Check the NFP framework page for the notice.
How Athena Can Help
Athena works with heating contractors at both stages. For appointees, our bid writers and pricing analysts prepare mini-competition responses that show technical competence and energy savings, and price each specification to win.
For contractors targeting the 2027 replacement, our help with framework applications covers selection questions, narrative responses, policies and certificates, while our bid/no-bid advice helps you decide which heating tenders are worth your time before then, so effort goes where you can win.
