Legal Framework Development and Construction

Live

Framework Description

The Legal Framework Development and Construction is a National Framework Partnership (NFP) legal services framework for appointing law firms to advise on development and construction matters. Applications for this framework are closed (it is not a Dynamic Purchasing System). It started on 1 November 2022 and is due to expire on 31 October 2026. Until then, public sector clients can still call off legal work from the appointed firms.

Context & Use Case

Public bodies running development programmes or construction projects use it for legal support on the contracts, agreements and compliance issues those schemes raise. Because it is close to expiry, any new call-offs are likely to be urgent, short-notice instructions, while clients plan their longer-term legal needs around whatever replaces it.

Scope of Services

Legal advice on development projects Legal advice on construction contracts and compliance Legal support for infrastructure projects Drafting and review of development and construction documents

Who Can Apply

Suits law firms with construction and development practices and public sector clients. Firms not appointed cannot join this framework, which ends on 31 October 2026. Their opportunity is the replacement procurement, which is likely to be under way or imminent.

Buyer Benefits

Development and construction projects carry legal risk at every stage, from land agreements to contractor disputes. Buyers value having vetted specialist firms they can instruct without a fresh tender, so that legal advice keeps pace with the programme instead of holding it up.

Next Steps

Firms should check the NFP framework page now for news of a successor to this framework, which expires on 31 October 2026. If a tender is open, review the deadline and requirements at once. If not, prepare construction law case studies, insurance evidence and team CVs so you can respond quickly when NFP publishes.

How Athena Can Help

With this framework expiring on 31 October 2026, the replacement tender is the opportunity that matters. Athena's bid planning and writing can build your response from the first read of the documents to submission, with win themes drawn from your construction and development matters.

Our framework registration consultants can also confirm when the successor opens and manage the selection and compliance questions, and our bid/no-bid support helps you decide which related legal tenders to pursue alongside it.
