Framework Description
The National Framework Partnership (NFP) Legal Framework Property Conveyancing gives public sector clients access to pre-approved conveyancing firms. Applications for this framework are closed (it is not a Dynamic Purchasing System), and it expires on 31 October 2026. Clients choose between direct selection and a mini-competition, and can agree call-off contracts of whatever length suits the work.
Context & Use Case
Public bodies that buy, sell, lease or manage land and buildings use it to instruct conveyancers on each transaction. Because call-off contracts can be any length, some clients use it for individual deals and others for a longer programme of disposals or acquisitions. Instructions placed before expiry can continue under their own call-off terms.
Scope of Services
Residential and commercial property purchases and sales Drafting and review of transaction documents Leases and landlord-tenant negotiations Title investigations, searches and registration Conveyancing dispute resolution

Who Can Apply
Suits solicitors and law firms with a strong conveyancing practice and public sector clients. As applications are closed and the framework ends on 31 October 2026, non-appointed firms cannot join; their opportunity is the replacement tender.
Buyer Benefits
Conveyancing delays can hold up disposals and acquisitions that public bodies have already budgeted for. Buyers value instructing an experienced conveyancer quickly, and the freedom to set call-off length lets them cover a single sale or a full disposal programme through the same route.
Next Steps
Conveyancing firms should check the NFP framework page for a replacement before 31 October 2026. Prepare transaction volumes, turnaround times, fee structures and public sector case studies now, as these are what a conveyancing tender typically asks you to evidence.
How Athena Can Help
Conveyancing tenders tend to be decided on price and process. Athena's bid pricing and writing help builds a fee model that wins and still makes a profit, and shows your turnaround and quality controls clearly.
When NFP re-procures, our support with framework registrations handles the application from selection questions to submission. Meanwhile our public sector bid consultancy helps you win conveyancing work tendered directly by individual councils and other public bodies.
