Legal Framework Property Planning

Framework Description

The Legal Framework Property Planning is a four-year National Framework Partnership (NFP) framework that began on 1 November 2022 and expires on 31 October 2026. It gives public sector clients a ranked list of pre-qualified law firms for planning and property advice, called off by direct selection or mini-competition. As applications are closed, its membership was fixed at award.

Context & Use Case

Public bodies managing estates or delivering development schemes use it for advice on acquisitions and disposals, planning law, development agreements, appeals and inquiries, and landlord and tenant matters. The ranking gives clients a clear default for direct selection, while larger or contested matters such as a planning inquiry can go to a mini-competition.

Scope of Services

Property acquisitions and disposals Planning law and regulation Development agreements Planning appeals and inquiries Environmental and sustainability issues on property Landlord and tenant law Drafting and negotiating property contracts

Who Can Apply

Suits property and planning law firms with public sector experience. Applications for the ranked list are closed and the framework ends on 31 October 2026, so firms outside it cannot join and should prepare for the successor tender instead.

Buyer Benefits

Planning and property decisions often face public scrutiny, so buyers need advice they can rely on and a procurement route they can defend. A ranked list gives a transparent basis for direct appointment, which speeds up time-critical work such as appeals with fixed hearing dates.

Next Steps

Check the NFP framework page for the successor framework before 31 October 2026. On the current framework, the top-ranked firm is the default choice for direct selection, so a strong tender score matters if the replacement follows the same model. Prepare planning and property case studies, partner CVs and competitive rates now.

How Athena Can Help

NFP's current legal frameworks rank firms by tender score, so every mark can affect how much work follows. Athena's competitor scoring and bid writing models where you are likely to score and strengthens the answers that carry the most marks.

Our application support for frameworks times your preparation to the NFP re-procurement and manages the compliance documents, and our public sector bidding expertise extends to planning and property legal tenders from other buyers.
