Framework Description
The Strategic Asset Advisory Framework is a single-lot National Framework Partnership (NFP) framework for real estate and strategic asset advice. It runs for four years, from 15 November 2024 to 14 November 2028, in the Professional Services category. Clients appoint pre-qualified advisers by direct selection or mini-competition, and no new firms are added during the term.
Context & Use Case
Contracting authorities with property portfolios use it for advice on what to hold, invest in or dispose of, for valuations and surveys, for support on acquisitions and other transactions, and for property project and programme management. A client reviewing its whole estate might run a mini-competition, while a single valuation can be placed directly.

Who Can Apply
Suits real estate consultancies and chartered surveying practices with public sector clients and the relevant professional accreditations. Applications for this framework are closed until it is re-tendered, likely around November 2028, so non-appointed firms should prepare for that.
Buyer Benefits
Asset decisions involve large sums and public scrutiny, so buyers need independent, qualified advice they can commission quickly and defend later. One framework covering strategy, valuation, transactions and delivery means a client can keep the same adviser from review through to completion.
Next Steps
Appointed firms should show clients how their asset strategy work leads to measurable savings or receipts, which helps win direct selections. Firms outside the framework should prepare for the replacement procurement before 14 November 2028 and watch the NFP framework page for the notice.
