Framework Description
The Treasury Services Framework from the National Framework Partnership (NFP) gives public sector organisations access to treasury advisers through a ranked list of appointed suppliers. Procured under the Public Contracts Regulations, it runs from 15 November 2024 to 14 November 2028. Clients use direct selection or mini-competition. Applications for the ranked list are closed for the full term.
Context & Use Case
Councils and other public bodies with cash balances, borrowing or investments use it for advice on cash management, investment strategy, debt management and financial risk. A typical call-off might be an ongoing treasury advisory service supporting annual strategy and reporting, or one-off advice on a single borrowing or investment decision.
Scope of Services

Who Can Apply
Suits treasury management advisers with a public sector client base. Applications for the ranked list are closed, so firms not appointed cannot join until the framework is re-tendered, likely around November 2028.
Buyer Benefits
Treasury decisions directly affect a public body's revenue budget, so buyers want specialist advice they can rely on and commission quickly. The ranked list supports a straightforward direct award, while mini-competitions let buyers test fees and approach for larger appointments.
Next Steps
Appointed advisers should present clear evidence of investment returns and risk management for clients considering direct selection. Others should prepare for the re-tender before 14 November 2028: build public sector treasury case studies and team credentials, and follow the NFP framework page and Find a Tender for the notice.
How Athena Can Help
Treasury advisory work is won on credibility, so the bid needs to show it. Athena's bid strategy and writing support builds win themes around your public sector treasury record and models pricing against likely competitors.
For firms aiming at the 2028 re-tender, our application support for NFP frameworks plans the submission and prepares the case studies, and our council tender advice helps you target treasury advisory tenders from individual councils and other public bodies.
