Framework Description

The Lower Thames Crossing (LTC) Specialist Technical and Professional Services Framework (STAPS) is a planned National Highways framework for consultancy and engineering support on the A122 Lower Thames Crossing. It is at the pre-procurement stage and will be a conventional framework, not a Dynamic Purchasing System, with no extension option. It covers engineering, operations, environment, safety and governance disciplines.

Context & Use Case

National Highways will use STAPS to bring specialist expertise into the Lower Thames Crossing programme, covering engineering advice, research and innovation, operations, environmental sustainability, and health and safety. The framework is also expected to cover evaluation and review of projects, policies and standards, giving the client specialist input across several disciplines through one arrangement.

Who Can Apply

Suits consulting engineers and technical specialists with major infrastructure experience, particularly on highways schemes. As the framework has not yet been tendered, firms should prepare now so they can bid when National Highways publishes the tender.

Buyer Benefits

Lower Thames Crossing is a complex scheme needing specialist input across engineering, environment, safety and communications. A dedicated framework gives National Highways quick access to that expertise when each need arises, with suppliers already assessed, and avoids procuring each specialism separately.

Next Steps

Monitor National Highways' procurement channels for the formal STAPS tender. Start preparing now: map your capability against the six service areas, collect major infrastructure case studies with named outcomes, and decide early whether to bid alone or with partners to cover every discipline.

How Athena Can Help

Coming-soon frameworks are won by firms that plan early. Athena's early bid planning service can map your capabilities to each STAPS service area, develop win themes specific to the Lower Thames Crossing and draft answers before the tender lands.

Our framework opportunity planning keeps STAPS in your 6 to 12 month pipeline, and our bid/no-bid and capture advice helps you decide whether to bid alone or in a team that covers every discipline.
