Framework Description
The Land Management Framework is a planned Natural Resources Wales (NRW) framework for site maintenance on the land NRW manages, including forests, recreational areas and nature reserves. It is at pre-tender market engagement stage and appears in NRW's upcoming contracts and procurement pipeline. It is not a Dynamic Purchasing System and no extension is planned.
Context & Use Case
NRW's land management teams across Wales will use it to maintain their sites, combining planned maintenance programmes with reactive repairs, installation and upgrade work, and upkeep of visitor and recreational facilities. Market engagement comes before any formal tender, so it is the point to understand NRW's requirement and timetable and to raise practical questions about delivery.

Who Can Apply
Suits land management, grounds and environmental contractors with experience of forestry, recreation and conservation sites. The framework has not yet been tendered, so contractors should take part in market engagement now and prepare to bid when NRW publishes the tender.
Buyer Benefits
NRW manages a varied estate across Wales, from commercial forests to nature reserves, and visitors expect safe, well-kept sites. A framework lets local teams commission maintenance quickly from pre-qualified contractors who already know the standards, rather than procuring each job separately.
Next Steps
NRW's procurement pipeline page says all its requirements are advertised on Sell2Wales, so register there and watch for the market engagement and the formal tender. Use engagement to understand the scope and geography, and start gathering evidence of forestry, recreation and nature reserve maintenance work, with health and safety records and certifications.
How Athena Can Help
Getting involved at market engagement stage gives you time to plan properly. Athena's early-stage bid planning helps you decide how to approach the tender and shape your engagement response, and our bid development team builds method statements and win themes before the tender lands.
Our pipeline planning for frameworks adds this NRW opportunity to a 6 to 12 month plan, so your policies, certificates and case studies are ready when the tender opens and you are not rushing to meet the deadline.
