Acquisition and Conversion of Heavy Goods and Specialist Vehicles Including Waste Skips, Containers and Bins

Live

Framework Description

NEPO224 covers buying heavy goods and specialist vehicles, body and drivetrain conversions, and waste skips, containers and bins. NEPO procured it in partnership with TPPL and appointed 69 suppliers across eight lots. It runs from 3 February 2025 to 2 February 2029, with an option to extend to 2 February 2031. Buyers can also use it to convert diesel vehicles to electric or hydrogen drivetrains.

Context & Use Case

Councils and other public bodies use NEPO224 to replace refuse collection vehicles, sweepers, gritters and specialist trucks, and to buy bins, food waste caddies and roll on-roll off skips. Buyers can direct award or run a mini competition, and TPPL offers advice before and during the call-off. Drivetrain conversions give fleets a route to lower emissions without replacing whole vehicles.

Scope of Services

Lot 1: OEM chassis 12.5t to 44t with spare parts and maintenance Lot 2: Refuse collection conversions Lot 3: Sweeper conversions Lot 4: Winter maintenance conversions Lot 5: Specialist conversions Lot 6: Electric and hydrogen drivetrain conversions Lot 7: RoRo containers and skips Lot 8: Waste bins, food waste caddies and wheelie bins

Lots

Lot 1: OEM chassis 12.5t - 44t including spare parts and maintenance; Lot 2: Refuse Collection Conversions up to 44t; Lot 3: Sweeper Conversions up to 44t; Lot 4: Winter Maintenance Conversions up to 44t; Lot 5: Specialist Conversions up to 44t; Lot 6: Electric & Hydrogen Drivetrain Conversions up to 44t; Lot 7: Roll on - roll off (RoRo) containers and skips; Lot 8: Waste bins, food waste caddies and wheelie bins

Who Can Apply

Suits chassis manufacturers, body builders, converters and suppliers of skips, containers and bins. Applications for NEPO224 are closed, so suppliers not among the 69 appointed cannot join until it is re-procured, likely around February 2029 or by February 2031 if extended.

Buyer Benefits

Fleet managers get a choice of 69 suppliers across chassis, bodies and bins in one agreement, a fast call-off by direct award or mini competition, and support from TPPL during tendering. The electric and hydrogen conversion lot helps councils meet decarbonisation targets, including the Road to Zero strategy, on heavy vehicles that are expensive to replace.

Next Steps

Appointed suppliers should focus on mini competitions, keeping pricing and lead times current with NEPO and TPPL. Others should register on NEPO's Open portal (open-uk.org) for notice of the replacement, study the eight-lot structure, and build evidence such as zero-emission conversions, delivery lead times and whole-life costs ahead of the expected re-procurement.

How Athena Can Help

For the 69 appointed suppliers, Athena's mini-competition bid support means sharper pricing models, scoring against likely rivals and responses that stand out on lead times, whole-life cost and decarbonisation.

Suppliers aiming for the next NEPO224 can use our fleet framework registration help to plan which of the eight lots to target and to gather certificates, policies and case studies early, and our public sector tendering advice to price a compliant bid that still makes a margin.
