Framework Description

This vehicle contract hire framework (NEPO EXT116, TPPL reference HCCCH03) was procured by The Procurement Partnership Ltd on behalf of Hertfordshire County Council. NEPO Member Authorities and Associate Members access it through NEPO's partnership with TPPL. It covers cars, light, medium and heavy commercial vehicles, sweepers, minibuses, buses, coaches and salary sacrifice schemes, and runs from 18 October 2024 to 17 October 2028.

Context & Use Case

Public bodies use contract hire to run fleets without large capital outlay: pool cars and vans, refuse and specialist trucks, road sweepers and passenger vehicles. The salary sacrifice lot lets employers offer staff car schemes. Buyers can run a mini competition or direct award to the highest-ranked supplier in a lot, through the NEPO portal.

Scope of Services

Lot 1: Passenger cars Lot 2: LCVs up to 7t Lot 3: Medium, heavy and specialist CVs up to 44t Lot 4: Pedestrian, compact and chassis-mounted road sweepers Lot 5: Minibus, bus and coach Lot 6: Salary sacrifice schemes

Lots

Lot 1: Passenger Cars; Lot 2: LCVs up to 7t; Lot 3: Medium, Heavy & Specialist CVs up to 44t; Lot 4: Pedestrian, Compact & Chassis Mounted Road Sweepers; Lot 5: Minibus, Bus & Coach; Lot 6: Salary Sacrifice Schemes

Who Can Apply

Suits contract hire and leasing companies, specialist vehicle funders and salary sacrifice scheme providers. Applications for this framework are closed, so only suppliers appointed at award can receive call-offs until TPPL re-tenders it, likely around October 2028.

Buyer Benefits

One agreement covers almost every vehicle type a public body runs, plus staff salary sacrifice, so fleet managers can fund everything on agreed terms. Direct award to the top-ranked supplier saves time on routine orders, while mini competition gets keener pricing on larger fleet replacements.

Next Steps

Appointed suppliers should keep their ranking competitive and respond quickly to mini-competitions run through the NEPO Portal. Others should watch TPPL and NEPO for the re-procurement, likely in 2028, register on NEPO's Open portal (open-uk.org) for updates, and prepare funding, residual value and electric vehicle evidence for the lots they plan to bid.

How Athena Can Help

For appointed leasing providers, Athena's pricing and competitor analysis helps you win more of the mini competitions and direct awards where rental rates, residual values and service terms are compared side by side.

Ahead of the 2028 re-tender, our framework submissions support covers lot strategy, evidence on electric vehicles and salary sacrifice, and a compliance check, and our public sector bid strategy advice helps you price contract hire so it wins across a four-year term without giving away margin.
