Framework Description
NEPO504 Election and Electoral Registration Print is an open framework for councils needing print for elections and electoral registration, such as ballot papers, poll cards, postal voting packs and registration forms. It is a single-lot agreement. The current term ends on 30 November 2029, and as an open framework it can continue to a final end date of 30 November 2033.
Context & Use Case
Electoral services teams use NEPO504 for statutory print at every election and for the annual canvass. Work is time-critical and high volume, with fixed legal deadlines and no room for error, so councils want printers already checked for security, data handling and capacity before polling day is announced. By-elections and snap polls can arrive at short notice.

Who Can Apply
Suits secure print and mailing businesses that can handle personal data and work to statutory election timetables. NEPO504 is an open framework that will reopen to new entrants during its term, and NEPO intends to invite new tenders before 1 December 2028, so new suppliers do not have to wait for 2033.
Buyer Benefits
Councils need certainty that print will be accurate, secure and on time, especially when an election is called at short notice. A pre-assessed panel with agreed specifications removes procurement from the election timetable, and the open structure lets NEPO bring in new capacity as the market changes.
Next Steps
Register at open-uk.org to be notified when NEPO reopens NEPO504, expected before 1 December 2028. Prepare evidence of secure print processes, data protection certifications, past election work, postal vote pack formats and contingency plans for peak demand. Appointed printers on the single unranked lot should keep capacity plans current ahead of scheduled elections.
How Athena Can Help
NEPO504's re-opening windows are the way in, so preparation is key. Athena's open framework application help handles the application, including the security, data protection and capacity evidence councils look for, with a compliance check before you submit.
Once appointed, our mini-competition writing helps you win individual council call-offs, and our public sector tender help supports bids for other election and secure print contracts tendered directly by councils. Each piece of work is shaped around election timetables.
