Framework Description
NEPO's Electric Vehicle Charging Infrastructure framework helps public bodies buy, install, upgrade and run EV charge points. It is a single-lot framework, not a DPS, with applications closed, covering everything from equipment purchase through installation to ongoing support and maintenance. It runs to 27 November 2027, with an option to extend to 27 November 2029.
Context & Use Case
NEPO awarded NEPO232 to support longer-term investment in the region's electric vehicle charging infrastructure, which needs upgrading, operating, maintaining and expanding. Councils and other public bodies call off EV projects that combine upgrades to existing chargers, new installations, operational support and maintenance, so one agreement can cover the whole life of the network. A single lot means appointed suppliers can bid for any of these.
Scope of Services
EV charging equipment, hardware and software Installation of new charge points Upgrades to existing charge points Operation of charging infrastructure Ongoing support and maintenance
Lots
Single lot
Who Can Apply
Suits charge point manufacturers, installers and operators able to deliver for public sector clients. Applications for this framework are closed, so suppliers not appointed cannot join until it is re-tendered, likely around November 2027 or, if extended, November 2029.
Buyer Benefits
EV charging is a fast-moving market and public bodies want suppliers who can deliver, operate and maintain chargers, not just install them. A single framework covering the full lifecycle reduces risk, and pre-agreed terms let councils move quickly when funding becomes available.
Next Steps
Appointed suppliers should prepare for call-offs with clear evidence of uptime, maintenance response and grid connection experience. Others should look for subcontract installation work with appointed suppliers, and prepare for the re-tender with case studies of public charging, fleet depot and workplace installations.
How Athena Can Help
For suppliers on the framework, Athena's proposal and pricing support builds call-off responses that show uptime, maintenance and value over the life of the installation, priced to win.
For those not on it, our EV framework registrations identifies other EV charging frameworks and DPSs open now and the councils using them, and our opportunity qualification advice helps you decide which opportunities justify a bid ahead of NEPO's re-tender. We also review your evidence on grid connections and uptime.
