Framework Description

NEPO301 Electricity gives public bodies an electricity supply contract and related services for non-domestic sites settled on the half-hourly, non-half-hourly and unmetered supply markets. It is a single-supplier framework with EDF Energy, managed by the NEPO Energy Team, and is not a DPS. It started on 1 April 2025 and runs to 31 March 2031, with no extension listed.

Context & Use Case

Local authorities, schools and academies, emergency services and higher education organisations use the framework. Buyers can join with individual sites but more commonly bring their whole estate. They can choose flexible purchasing, where NEPO buys on the wholesale market under an agreed risk strategy, or fixed-price contracts over a range of terms for budget certainty.

Scope of Services

Who Can Apply

NEPO301 has one appointed supplier, EDF Energy, so there are no places for other electricity suppliers to join. Licensed suppliers interested in this business should prepare for NEPO's re-procurement before the framework ends on 31 March 2031.

Buyer Benefits

Flexible purchasing lets NEPO's energy team buy when wholesale prices fall while protecting against rises, and fixed contracts give budget certainty. Buyers get transparent annual billing rates, energy cost forecasting bulletins, automatic meter reading and online monitoring, and NEPO manages the supplier on their behalf, which saves each body running its own energy tender.

Next Steps

For licensed suppliers, the next NEPO opportunity is the re-procurement before March 2031, so focus now on public bodies buying electricity outside NEPO. Build public sector references, billing accuracy data and evidence of flexible purchasing, metering and demand side services ahead of that competition.

How Athena Can Help

This framework is a single-supplier arrangement until 2031, but energy suppliers still have options. Athena's energy framework search identifies other energy frameworks and DPSs that are open or due to open, and which buyers use them.

For direct public sector energy tenders, our public sector bid assessment helps you decide which to pursue, and our end-to-end bid support handles the response, from service and billing answers to a pricing model built for the public sector.
