Grounds Maintenance Equipment and Plant

Live

Framework Description

NEPO214 Grounds Maintenance Equipment and Plant, procured in partnership with TPPL, covers buying and hiring equipment for grounds maintenance, agriculture and construction, from large machinery to handheld tools. It has four lots: three for purchase and one for hire of everything in the purchase lots. It is a fixed-membership framework rather than a DPS, with an end date of 31 August 2030.

Context & Use Case

Council parks and grounds teams, highways depots and other public bodies use NEPO214 to replace mowers, tractors and compact plant, buy handheld tools, or hire equipment for seasonal peaks and one-off projects. Having purchase and hire in one framework lets fleet managers compare buying against hiring for the same type of kit before they commit.

Scope of Services

Lot 1: Purchase of grounds maintenance and agricultural equipment Lot 2: Purchase of agricultural and construction plant equipment Lot 3: Purchase of handheld tools Lot 4: Hire of all equipment within Lots 1, 2 and 3

Lots

Lot 1: Purchase of grounds maintenance and agricultural equipment; Lot 2: Purchase of agricultural/construction plant equipment; Lot 3: Purchase of handheld tools; Lot 4: Hire of all equipment within Lots 1, 2 and 3

Who Can Apply

Suits equipment manufacturers, dealers and plant hire companies serving public sector grounds and construction teams. Applications for NEPO214 are closed, so suppliers not appointed cannot join until it is re-tendered, likely around its 31 August 2030 end date.

Buyer Benefits

Grounds maintenance is seasonal, so buyers need equipment when the season starts and flexibility to hire when demand peaks. One agreement covering purchase and hire, with pre-agreed terms and TPPL support, saves time and lets them choose the cheapest option across the whole life of the equipment.

Next Steps

Appointed suppliers should prepare for call-offs with clear lead times, servicing support and whole-life costs, including battery-powered options where you have them. Others should target direct council tenders and plan for the re-tender ahead of August 2030, building evidence of public sector supply and after-sales support.

How Athena Can Help

NEPO214 is closed to new applications until 2030, so Athena helps equipment suppliers find work now. Our equipment framework research identifies grounds and plant frameworks that are open or opening soon and how their buyers award contracts.

For appointed suppliers, our call-off proposal support brings pricing models and responses that stand out on lead times and servicing, and our bid selection advice helps you choose which direct council tenders to pursue in the meantime.
