Highway Infrastructure Surveys

Live

Framework Description

NEPO209 Highway Infrastructure Surveys is a dynamic purchasing system for highway survey and testing services, organised into nine categories from SCANNER and SCRIM surveys to data processing, delivering the DfT data standard and materials testing. As a DPS it stays open, so survey firms can apply to join at any point. It runs to 31 March 2029, with an option to extend to 31 March 2031.

Context & Use Case

Highway authorities use NEPO209 to collect the condition and inventory data behind their maintenance programmes and statutory reporting: machine surveys of carriageway condition and skid resistance, structural testing, ground penetrating radar, visual and inventory surveys, and processing of the data. Each requirement is competed among suppliers admitted to the relevant category.

Who Can Apply

Suits highway survey contractors, testing laboratories and data specialists, including smaller firms covering one technique. Because NEPO209 is a live DPS, you can apply to join now through NEPO's Open e-tendering portal (open-uk.org) and then compete for call-offs in your categories.

Buyer Benefits

Highway authorities need accurate condition data to plan spending and meet reporting duties. A DPS gives them specialist survey firms in each discipline, quick call-off competitions and the ability to add new suppliers as survey methods and data standards change.

Next Steps

Register on NEPO's Open portal (open-uk.org), find NEPO209 and choose the categories that match your equipment and accreditations. Have evidence ready of survey accreditation, equipment calibration, data quality and experience with highway authorities. Once admitted, respond promptly to call-offs, which often come ahead of annual survey seasons.

How Athena Can Help

NEPO209 is open now, so Athena can help you get admitted to the right categories. Our help joining a DPS prepares the application, including accreditation and calibration evidence, and compliance-checks it before you submit.

After admission, our bid writing support helps you win call-off competitions with clear method statements and data quality answers, and our highways bid support helps you price surveys competitively across different authorities. We can also advise on adding categories later as your capability grows.
