Highways Surfacing

Live

Framework Description

NEPO210 Highways Surfacing is NEPO's framework for road and footway surfacing and treatments, from asphalt and surface dressing to patching, retexturing, recycling and road markings. It is divided into specialist lots by technique, so authorities can buy each treatment from contractors who specialise in it. It is a standard framework, not a DPS, and runs to 31 October 2033 with no extension listed.

Context & Use Case

Councils and other highway authorities use NEPO210 to deliver annual surfacing and preservation programmes on major and local roads and footways. Separate lots for surface dressing, high friction surfacing, slurry seal, re-tread, full-depth recycling and patching let engineers match the treatment to the road's condition and buy specialist work directly.

Who Can Apply

Suits specialist surfacing contractors as well as larger highways contractors bidding across several lots. Applications for NEPO210 are closed, so contractors not appointed cannot join until it is re-tendered near its 31 October 2033 end date.

Buyer Benefits

Surfacing programmes are seasonal and depend on getting specialists on site at the right time. Lots split by treatment give engineers access to specialists in each technique, a long term gives stable relationships, and pre-agreed terms let authorities place work quickly when budgets are confirmed.

Next Steps

Appointed contractors should prepare for call-offs with evidence of treatment quality, programme reliability and carbon savings from preservation and recycling methods. Others should target direct council tenders or subcontract to appointed contractors, as the next NEPO210 opportunity is years away.

How Athena Can Help

With NEPO210 closed to new applications until 2033, Athena helps surfacing contractors find work elsewhere. Our highways framework search identifies highways frameworks and DPSs open now or due to open, and the authorities using them.

For appointed contractors, our mini-competition support helps you win more call-offs with strong method and carbon answers and competitive rates, and our bid/no-bid guidance helps you decide which direct council surfacing tenders to bid. We can also help you plan for the eventual NEPO210 re-tender.
