Framework Description
NEPO233 Retrofit and Decarbonisation Works is NEPO's framework for improving energy efficiency and cutting carbon in public sector buildings in the North East. It has 15 lots, from a retrofit and decarbonisation partner lot to individual measures such as heat pumps, solar, insulation and windows. Works are let under standard contracts such as JCT or NEC. It runs to 30 June 2027 with no extension listed.
Context & Use Case
Councils, housing providers, schools and other public bodies in the North East use NEPO233 for retrofit programmes on homes and non-domestic buildings. They can appoint a partner to deliver a whole programme, or buy individual measures such as heat pumps, solar PV, battery storage or insulation from specialist installers. Standard JCT and NEC terms reduce negotiation time.

Who Can Apply
Suits retrofit contractors, renewable energy installers and insulation specialists. Applications for NEPO233 are closed, so firms not appointed cannot join it; with the term ending on 30 June 2027, its replacement is the next opportunity.
Buyer Benefits
Retrofit programmes depend on funding deadlines and specialist trades. Buyers value a partner lot for whole programmes and specialist lots for single measures, all on standard contracts, so they can mobilise quickly when funding is confirmed. Fifteen lots, from heat pumps to windows and doors, also let them match each measure to the right trade.
Next Steps
Monitor NEPO's NEPO233 framework page for the replacement procurement, likely early in 2027. Decide whether to bid as a partner or for specific measures, and gather installer accreditations, quality data and retrofit case studies. Appointed firms should use current work to strengthen evidence.
