Framework Description
NEPO's Vehicle Purchase framework for cars, LCVs, MCVs, compact sweepers and associated products was organised by TPPL on behalf of Hertfordshire County Council and is available to NEPO Member Authorities and Associate Members through NEPO's partnership with TPPL. Its nine lots cover vehicles up to 12.5t and associated products such as telematics, EV charging and micromobility. It runs to 30 April 2027 with no extension listed.
Context & Use Case
Councils, emergency services and other public bodies use it to buy new fleet vehicles and the equipment that goes with them: racking and van conversions, telematics, charging infrastructure and micromobility. The repowering and refurbishment lot gives buyers a way to extend vehicle life or convert to cleaner drivetrains instead of buying new.

Who Can Apply
Suits vehicle manufacturers, dealers, converters and suppliers of telematics, charging and micromobility products. Applications for this framework are closed, so suppliers not appointed cannot join it; with the term ending on 30 April 2027, the replacement procurement is the next opportunity.
Buyer Benefits
One agreement covers vehicles and the products that make them work, from racking to telematics and charging, so fleet managers can buy a complete solution. Repowering and micromobility lots support decarbonisation goals alongside conventional purchase. Buying vehicles and associated products from appointed suppliers also simplifies fit-out and handover.
Next Steps
Watch NEPO's framework page for TPPL's replacement procurement, likely in early 2027. Decide which lots suit you, and gather evidence of public sector supply, delivery lead times, electric options and after-sales support. Consider partnering for products you do not supply directly.
