Framework Description
NEPO's Vehicle Rental framework gives NEPO Member Authorities and Associate Members access to vehicle hire from several suppliers at agreed prices. It has five lots, from short-term car and van hire to buses and coaches, heavy and specialist vehicles up to 44t, long-term flexible rental, and car club and pool car schemes. It is a standard framework, not a DPS, running to 14 June 2029.
Context & Use Case
Councils and other public bodies use it to cover vehicle off-road time, seasonal peaks, new contracts and short projects, as well as longer-term flexible rental where buying is not yet worth it. The car club and pool car lot helps reduce grey-fleet mileage by giving staff shared vehicles for work trips.
Scope of Services
Lot 1: Hire of Passenger Cars and Light Commercial Vehicles under 365 days Lot 2: Hire of Minibuses, Buses and Coaches Lot 3: Hire of Medium, Heavy and Specialist Commercial Vehicles up to 44t Lot 4: Long-Term and Flexible Rental Lot 5: Car Club and Pool Car Schemes

Who Can Apply
Suits vehicle rental companies, specialist commercial vehicle hirers and car club operators. Applications for this framework are closed, so suppliers not appointed cannot join until it is re-tendered, likely ahead of 14 June 2029.
Buyer Benefits
Rental lets fleet managers respond to short-term needs without long commitments. Several suppliers per lot give buyers choice and competitive prices, and the car club lot supports staff travel and carbon goals. Long-term flexible rental also bridges gaps while new vehicles are on order.
Next Steps
Appointed suppliers should keep availability and delivery performance high for call-offs. Others should target direct council hire contracts and plan for the re-tender ahead of June 2029, gathering evidence of fleet availability, electric options and public sector clients. Watch NEPO's framework page for notices.
