Framework Description
Network Rail plans the 183592 CP7 Earthworks Asset Monitoring framework for Capital Delivery on its Wales & Western route, covering geotechnical surveys and monitoring in four workstreams. Its preliminary market engagement notice, published in March 2026, estimates a value of £11 million excluding VAT and a term from 30 September 2026 to 30 September 2029, with an option to extend to 30 September 2030.
Context & Use Case
Network Rail uses earthworks monitoring to detect movement in cuttings and embankments and alert Route Control before failures affect the railway. The four workstreams are installing earthwork failure detection systems, installing cant and twist track sensors, ground investigation assessments with piezometers and inclinometers ahead of renewals, and maintaining existing monitoring assets so they stay live and communicating.
Scope of Services
Installation of earthwork failure detection systems Cant and twist sensors at rail level Ground investigation assessments, including piezometers and inclinometers Technical reports and recommendations Maintenance of existing monitoring assets, including vegetation clearance and camera replacement

Who Can Apply
Suits geotechnical survey, instrumentation and monitoring specialists with rail experience, including SMEs, which the notice flags as suitable. The framework is not yet in place; suppliers will win a place by bidding in the tender that follows the market engagement, and responding to the engagement was not a condition of taking part.
Buyer Benefits
Earthworks failures cause disruption and safety risks. One framework across all four workstreams gives Network Rail a set of specialists to install, survey and maintain monitoring on the route through CP7, with consistent methods that make data comparable over time and systems that keep reporting to Route Control.
Next Steps
Check Find a Tender for the tender notice that follows the March 2026 engagement notice; Network Rail estimated it for April 2026, so confirm its status and deadlines. Prepare evidence across the four workstreams, from failure detection installs and track sensor schemes to ground investigation reports and asset maintenance, along with rail safety accreditations and Wales & Western route experience.
