NETWORK RAIL INFRASTRUCTURE LIMITED

Eastern Region Mechanical & Electrical Services Framework

Coming soon

Framework Description

Network Rail Infrastructure Limited is procuring a mechanical and electrical (M&E) services framework for its Eastern Region. It will cover maintenance of building services and plant across the region's operational estate, from signal boxes and stations to maintenance delivery unit (MDU) premises, light maintenance depots and specialist train servicing facilities. The procurement is advertised on Find a Tender (notice 018197-2026), with the scope documents held on Network Rail's BravoNR portal.

Context & Use Case

Eastern Region asset teams will use the framework to keep operational buildings and depot plant safe and available, covering both planned and responsive maintenance. The estate is mixed: supply chain operations buildings, MDU bases, signal boxes, stations and depots that service trains. For contractors, that means working on or next to the operational railway under Network Rail's safety and assurance rules, across very different building types within one agreement.

Who Can Apply

Suited to M&E maintenance contractors with rail experience and the people, accreditations and safety record to work on Network Rail sites. The framework is still being procured, so the current tender is the way in. Once it is awarded there is no later joining route, so contractors who want a place need to bid in this round.

Buyer Benefits

For Network Rail, one framework covering every building and plant type in the region gives it a single pool of pre-qualified M&E contractors who already understand rail safety requirements. That cuts the number of separate maintenance procurements, helps keep signal boxes and depots running, and keeps price competition alive between the appointed contractors.

Next Steps

Open notice 018197-2026 on Find a Tender and register on BravoNR to download the scope documentation. Map your current rail M&E contracts against each asset type listed, gather safety and accreditation evidence, and line up case studies from signal box, station or depot work. Check the notice for the response deadline and plan your bid timetable back from it.

How Athena Can Help

For an M&E contractor, the Eastern Region tender is a chance to secure years of rail maintenance work, but only if the bid lands. Athena's bid management team can plan the response from the BravoNR documents, write method statements against the scoring criteria and run a Bid Health Check before you submit.

If you are still deciding whether to go for it, our bid/no-bid support tests your fit first. We can also map other rail and estates frameworks worth targeting through our framework registration service.
