Framework Description
Wigan Council's Housing with Care Goods and Services Framework (reference PA015) buys household goods and home services for the borough's most vulnerable residents, helping them set up a home and keep living safely and independently. It is an open framework with nine lots, covering furniture, appliances, blinds, flooring, decorating and specialist furniture. It runs from 1 April 2026 to 31 March 2034 with no extension, and suppliers pay no framework fee.
Context & Use Case
Only Wigan Council can use the framework. Residents and their families choose the supplier they want, and every order is a direct award without competition, so suppliers win work by being chosen rather than through mini-competitions. The council sets maximum prices that include delivery and installation, with a possible annual inflation uplift. Demand comes from people moving into, or staying in, homes where they receive care and support.

Who Can Apply
Suits furniture and appliance suppliers, blinds and flooring fitters, decorators and makers of heavy-duty, bariatric or made-to-measure furniture, particularly firms with a local footprint. As an open framework it has no cap on supplier numbers and will reopen to new suppliers during its term. Admission needs at least 60 points across quality and Community Wealth Building.
Buyer Benefits
Capped prices that already include delivery and fitting give the council cost certainty without pricing each order, and residents get a real say in the goods in their home. A pool of local suppliers supports Wigan's Community Wealth Building aims, while the specialist furniture lot covers residents whose homes need safety or heavy-duty items.
Next Steps
Read Wigan Council's tender notice on Find a Tender (2025/S 000-067100) for each lot's specification, the maximum prices and the admission criteria. Watch for the framework reopening, then prepare quality answers and Community Wealth Building evidence such as local jobs, local spend and local supply chains. Because residents pick suppliers directly, plan how you will present your range, delivery times and fitting service.
How Athena Can Help
Wigan admits suppliers on quality and Community Wealth Building, not price, so the written answers decide whether you get in. Athena's framework application support tracks when this open framework reopens, matches your range to the right lots and writes your selection and quality responses.
Our bid writers and reviewers turn local hiring and local spend into specific commitments and compliance-check the submission. Before you apply, our council bidding advice tests whether the council's capped, delivery-inclusive prices still leave you a sensible margin.
