Framework Description
NHS Commercial Solutions' Modular & Prefabricated Building Solutions and Associated Services framework was let through a PCR 2015 open tender. It runs from 4 November 2025 to 3 November 2027, and two optional extensions remain. It is free for NHS organisations and other public sector bodies to use, subject to approval and an authorisation agreement with NHS Commercial Solutions. It replaced the earlier Modular/Pre-Fabricated Building Solutions framework.
Context & Use Case
Trusts and public bodies turn to it when they need space quickly with little disruption: extra clinical capacity, decant space during refurbishment, or permanent extensions. A buyer can bring in a consultant to plan the project, buy or hire modular buildings directly, or hand the scheme to a managed service provider. Call-offs are by direct award or mini-competition.
Scope of Services
Lot 1: Consultancy Services Lot 2: Modular & Prefabricated Building Services (purchase and hire) Lot 3: Managed Services
Lots
Lot 1: Consultancy Services; Lot 2: Modular & Prefabricated Building Services; Lot 3: Managed Services
Who Can Apply
Suits modular building manufacturers, hire companies, construction consultants and managed service providers with public sector project experience. Applications for this framework are closed, so firms not appointed cannot join now. The next entry point is a re-tender around 3 November 2027, or later if NHS Commercial Solutions uses the remaining extensions.
Buyer Benefits
Modular schemes are often time-critical, such as extra ward capacity or decant space, so buyers value pre-approved suppliers they can appoint by direct award. Buying or hiring helps match the building to the budget, and the managed services lot lets a trust with limited capital projects capacity pass delivery to one provider.
Next Steps
Appointed suppliers should prepare reusable content for mini-competitions: programme timelines, building specifications, hire and purchase pricing, and case studies from live healthcare sites. Firms not appointed should check the framework page to see whether the extensions have been taken, and plan for the re-tender by building evidence of NHS or public sector modular projects.
