Framework Description
The Estates and Facilities Consultancy Services DPS is a dynamic purchasing system run by NHS London Procurement Partnership. It gives public sector buyers access to professional consultancy for estates and facilities across 28 lots, from architecture and quantity surveying to fire, PFI and healthcare planning advice. The DPS runs until 23 June 2028, with provision for two 12-month extensions, and new suppliers can join while it is open.
Context & Use Case
NHS trusts, local authorities and other public bodies use it when they need specialist advice on their estate, such as a business case for a new building, a condition survey, a CDM principal designer, or advice on a PFI contract or rent review. Who Can Apply
Suits architects, engineers, surveyors, cost consultants, CDM specialists and niche advisers on fire, lifts, acoustics, energy or PFI, including small firms that cover a single lot. As a DPS, it accepts applications while open, so suppliers can apply now and choose only the lots they can deliver.
Buyer Benefits
Estates teams often need specialist advice at short notice, and a 28-lot structure lets them go straight to the right discipline, from an Authorising Engineer for ventilation to a healthcare planner. Because the DPS keeps admitting new firms, buyers see a wide and current market, including local SMEs.
Next Steps
Read the DPS page on the LPP website and decide which of the 28 lots fit your team's skills and accreditations. Prepare selection evidence, insurance and policies, then apply through LPP. Once admitted, watch for call-off competitions in your lots. Applying early gives you more time to win work before 23 June 2028 and any extension.
How Athena Can Help
With 28 lots, choosing where to apply matters as much as the application itself. Athena's DPS application service picks the lots that match your disciplines, writes the selection responses, prepares the supporting policies and certificates, and checks everything for compliance before you submit.
Once you are admitted, our bid writing for call-off competitions helps you win individual estates commissions against other consultancies, and our public sector fee proposal advice sets rates that win and still make a profit.
