NHS London Procurement Partnership

Managing Agent Service Responsible for Managing Outsourced Waste Management Services

Live

Framework Description

This NHS London Procurement Partnership framework, hosted by Guy's & St Thomas' NHS Foundation Trust, lets public sector organisations appoint a managing agent to run their outsourced waste collection and disposal services on their behalf. It is a single-lot, single-supplier call-off framework, not a DPS, and runs from 3 February 2025 until 2 February 2029 with no extension.

Context & Use Case

Organisations with several sites and waste streams use it when they want one agent to coordinate waste contractors, manage their performance and report on compliance, instead of managing each contract in-house. It suits public bodies whose estates or facilities teams lack capacity for detailed waste contract management. Buyers sign LPP's access agreement and call off with the appointed managing agent.

Who Can Apply

Suits waste management consultancies and managing agents with public sector experience. The managing agent was appointed at the initial tender and applications are closed, so other firms cannot join now. The next chance is a re-tender, likely around 2 February 2029.

Buyer Benefits

Waste contracts carry a legal duty of care, and clinical and hazardous streams add risk. A managing agent gives the buyer specialist oversight without hiring in-house experts, and one point of contact across waste streams. The framework provides a pre-tendered route to that service.

Next Steps

If you hold the appointment, prepare for call-offs with evidence of cost savings, compliance reporting and contractor performance management. Other firms should gather public sector waste management references, consider subcontract or partnering roles, and track LPP's estates and facilities pipeline for the re-tender ahead of 2 February 2029.

How Athena Can Help

Managing agent contracts depend on showing a buyer you will save money and reduce risk. If you hold this appointment, Athena's bid strategy and writing team builds call-off proposals around your savings and compliance record and checks your pricing before each one goes in.

If you are not on this framework, our waste and FM framework research finds routes you can join now, and our help with public sector tenders prepares your evidence and approach for the re-tender before 2 February 2029.
