Framework Description
NHS London Procurement Partnership's Total Facilities Management Framework, hosted by Guy's & St Thomas' NHS Foundation Trust, gives contracting authorities a further-competition route for hard FM, soft FM, total FM, cleaning, catering and security. It runs until 7 July 2027 with no extensions remaining, so the end of its term is less than a year away.
Context & Use Case
NHS trusts and other public bodies use it to let FM contracts for hospitals and other buildings, either buying a single service such as cleaning or security, or combining hard and soft services into a total FM contract with one provider. Every call-off goes through further competition among the suppliers on the relevant lot.
Scope of Services
Lot 1: Hard Facilities Management (building and infrastructure maintenance) Lot 2: Soft Facilities Management (day-to-day services such as cleaning and reception) Lot 3: Total Facilities Management (combined hard and soft) Lot 4: Cleaning Lot 5: Catering Lot 6: Security
Lots
Lot 1: Hard Facilities Management This lot covers services related to the maintenance and management of physical buildings and infrastructure. Lot 2: Soft Facilities Management This lot includes services that support the day-to-day operations of a facility, such as cleaning and reception. Lot 3: Total Facilities Management This lot provides a comprehensive management service that combines both hard and soft facilities management. Lot 4: Cleaning This lot focuses on cleaning services for various types of facilities. Lot 5: Catering This lot involves the provision of food services and catering for events and daily operations. Lot 6: Security This lot covers security services, including personnel and systems to ensure the safety of facilities.
Who Can Apply
Suits FM providers, from single-service cleaning, catering or security firms to integrated hard and soft FM contractors. Applications for this framework are closed, so new suppliers cannot join. With the term ending on 7 July 2027, the re-tender or a successor framework is the next entry point.
Buyer Benefits
FM contracts are large and long, and the wrong supplier is costly to unwind. The framework lets a trust test the market through further competition among pre-qualified providers, pick a single service or an integrated model, and keep competitive pressure on price.
Next Steps
Appointed suppliers should target the remaining further competitions before 7 July 2027. Others should watch LPP's estates and FM announcements for the successor, and prepare mobilisation case studies, TUPE experience and accreditations for the lots they want, so they can respond quickly when the re-tender is published.
How Athena Can Help
FM further competitions are won on mobilisation, TUPE handling and price. Athena's FM bid writers build win themes around service continuity and use competitor analysis to set a price that wins, while our reviewers check each method statement against the evaluation criteria.
Looking past 7 July 2027, our FM framework pipeline planning lines up the successor and other routes in, and our public sector bid qualification helps you decide which lots and buyers to target.
