Framework Description
Consultancy and Associated Services (NOE.0570) is NHS North of England's framework for hiring consultancy firms across five specialist lots, from property and estates advice to health and social care consultancy. NOE CPC appointed a mix of SMEs and larger firms working at local, regional and national level. Applications for this framework are closed (it is not a DPS), and it runs until 31 May 2027.
Context & Use Case
Public bodies use it to bring in specialist advice quickly, from estates rationalisation and project management to financial reviews, net zero strategies and health and social care service design. NHS organisations in England can use only the Property and Estates lot; the other four lots remain open to other public sector buyers. Buyers can make a direct award or run a further competition.
Scope of Services
Lot 1: Property and Estates Consultancy Lot 2: Programme and Project Management Consultancy Lot 3: Financial, Commercial and Related Consultancy Lot 4: Environmental, Sustainability and Social Value Consultancy Lot 5: Health and Social Care Consultancy
Lots
Lot 1: Property and Estates Consultancy This lot covers consultancy services related to property and estates management. Lot 2: Programme and Project Management Consultancy This lot includes consultancy services for managing programmes and projects. Lot 3: Financial, Commercial and Related Consultancy This lot provides consultancy services in financial, commercial, and related areas. Lot 4: Environmental, Sustainability and Social Value Consultancy This lot focuses on consultancy services for environmental, sustainability, and social value initiatives. Lot 5: Health and Social Care Consultancy This lot offers consultancy services in the health and social care sectors.
Who Can Apply
It suits consultancies with a clear specialism matching one of the five lots, including SMEs that work regionally. The supplier list is fixed, so firms not already appointed cannot join before the framework is re-tendered, likely around its 31 May 2027 end date.
Buyer Benefits
Buyers get pre-vetted consultants sorted by discipline, with day rates fixed for the life of the agreement and no minimum or maximum contract values. The mix of SMEs and larger firms lets a buyer choose between local knowledge and bigger delivery teams, and a social value weighting of at least 10% can be applied at call-off.
Next Steps
Appointed suppliers should focus on call-off competitions in their lot, keeping case studies, team CVs and rate cards current. Everyone else should treat the re-tender as the way in: with the framework ending on 31 May 2027, watch the NOE.0570 page on the NOE CPC site for a successor notice and prepare NHS-relevant case studies and social value commitments in advance.
How Athena Can Help
For firms already on NOE.0570, Athena's bid writing service sharpens call-off responses with F.V.D. win themes and pricing models that hold up against other consultancies in the same lot.
If you missed the original tender, our help getting onto frameworks starts now: choosing the lot that fits your strongest evidence, building case studies and policies, and planning for the re-tender expected around May 2027. A bid/no-bid assessment also helps you decide whether NHS consultancy work justifies the investment.
