CPC Drive - Vehicle Leasing and Salary Sacrifice Scheme

Live

Framework Description

CPC Drive is NHS North of England's (NOE CPC) framework for a vehicle leasing and salary sacrifice car scheme for NHS and other public sector staff. Employees choose and lease a new car through an online system and pay through pre-tax salary deductions. Tuskerdirect Ltd has been the sole provider since the scheme began in 2010, and the arrangement is now in its fourth version. The current term ends on 31 March 2027.

Context & Use Case

NHS trusts use CPC Drive to give staff a car benefit without running their own leasing procurement. It also supports the NHS Road to Zero strategy, which aims for most of the NHS fleet to be low, ultra-low or zero-emission by 2028, and most orders through the scheme are now for ultra-low emission vehicles. Employers join the scheme and staff then order through the provider's online system, with payments taken by salary sacrifice.

Who Can Apply

This is a single-supplier arrangement held by Tusker, so other leasing companies cannot join it now. Salary sacrifice car providers and fleet leasing firms that can run online ordering and payroll deductions at scale should prepare for the re-tender, likely around the 31 March 2027 end date.

Buyer Benefits

Trusts get a staff benefit that costs little to run, because the provider handles vehicle choice, ordering and administration. Salary sacrifice makes new, low-emission cars more affordable for staff, which helps recruitment and retention, and the high share of ultra-low emission orders supports trusts' fleet emission goals. Long continuity with one provider also means staff and payroll teams already know the process.

Next Steps

With the framework ending on 31 March 2027, the next CPC Drive procurement is the opening for new providers. Watch the NOE CPC contracts page for the replacement and any market engagement, and decide early whether you can bid to run the whole scheme. Gather evidence on employee uptake, ultra-low emission order share, employer administration and payroll integration, as these are the areas the current scheme is built around.

How Athena Can Help

CPC Drive has had one provider since 2010, so any challenger needs a sharp case for change. Athena's public sector bid consultancy starts with a bid/no-bid view of whether the re-tender is winnable for you. Our bid management team then builds win themes and competitor scoring against the incumbent's likely answers and prices the scheme to win.

We can also add the replacement to a framework readiness plan so you are ready when NOE CPC publishes the tender.
