Employee Benefits for Health, Wealth & Wellbeing II

Live

Framework Description

Employee Benefits for Health, Wealth & Wellbeing II (NOE.0640) is NHS North of England's (NOE CPC) framework for a fully managed employee benefits scheme delivered through an online platform. It was awarded under the Public Contract Regulations 2015 and runs for four years, from 1 February 2025 to 31 January 2029, replacing the original Employee Benefits for Health, Wealth & Wellbeing framework.

Context & Use Case

NHS trusts and other public employers use it to appoint a provider that runs salary sacrifice schemes, lifestyle benefits and wellbeing services on one portal. The aim is staff retention and engagement: employees log in once to find car leasing, cycle to work, technology schemes and wellbeing offers, while HR teams avoid procuring each benefit separately.

Scope of Services

Car leasing through salary sacrifice Cycle to work scheme Technology and home electronics schemes Childcare vouchers, where applicable Gym memberships and wellbeing offers Employee assistance programmes Online platform with single sign-on and benefit tracking

Who Can Apply

It suits established benefits providers that can run salary sacrifice within HMRC rules, apply affordability controls and integrate single sign-on at NHS scale. Applications to the list of appointed providers are closed, so newcomers cannot join until the re-tender expected around 31 January 2029.

Buyer Benefits

HR teams get one provider covering the benefits staff ask for most, with administration handled on the platform rather than in-house. Affordability checks on salary sacrifice protect staff from overcommitting, and a single login improves take-up. For trusts competing for scarce staff, a visible benefits package is a practical retention tool.

Next Steps

Appointed providers should target trusts whose existing benefits contracts are ending and bring uptake and savings data to call-off responses. Providers not appointed cannot join before the framework ends on 31 January 2029, so use the time to win direct contracts, gather NHS evidence and check the NOE.0640 page on the NOE CPC site for successor plans.

How Athena Can Help

If you are on NOE.0640, Athena's bid writers can strengthen your call-off submissions with win themes on uptake, affordability controls and HR workload, and model pricing so salary sacrifice margins hold.

If you are not, our support for public sector bids helps you win standalone NHS benefits contracts now, and a targeted framework plan lines up the case studies, policies and social value evidence you will need for the 2029 re-tender, so you are not starting from scratch when NOE CPC goes to market.
