Framework Description
Legal Services (NOE.0647) is NHS North of England's (NOE CPC) framework for external legal advice to public sector bodies. All appointed firms cover eight practice areas, from NHS governance and public law to corporate finance and PFI. It runs from 1 April 2025 to 28 February 2029, with an option to extend by two further 12-month periods, and replaced the earlier NOE CPC Legal Services agreement.
Context & Use Case
The framework page states that it is not for use by NHS organisations in England, but other public sector organisations can use it, including bodies in Northern Ireland and the Crown Dependencies. Typical needs include governance and public law advice, mental health law, employment disputes, property transactions and commercial contracts. Buyers can make a direct award or run a further competition.

Who Can Apply
It suits law firms with public sector clients and depth across the eight practice areas. The panel is fixed, so firms not appointed cannot join before the re-tender, which could come as late as February 2031 if both extensions are used.
Buyer Benefits
One panel covers most legal needs, so legal teams avoid separate procurements for employment, property and commercial work. Each client organisation gets at least 60 minutes of free initial telephone advice and free legal training, rates are competitive with fixed-price options, and rebates are paid annually in proportion to spend.
Next Steps
Appointed firms should be ready for direct awards by keeping rates, team CVs and conflict checks current, and should treat further competitions as a chance to show sector depth. Firms not on the panel should watch LPP's and NOE CPC's framework pages for successor plans and build public sector case studies ahead of the next procurement.
How Athena Can Help
For firms on NOE.0647, Athena's bid/no-bid and pricing advice helps decide which further competitions to pursue and how to price them against rival firms, and our bid writers and editors turn practice expertise into scored responses with clear win themes.
Firms outside the panel can use our framework entry support to target other legal frameworks that are open or due to open, and to prepare practice-area case studies and a strong submission for the NOE.0647 re-tender.
