Framework Description

Security Services (NOE.0571) is NHS North of England's (NOE CPC) framework for guarding, monitoring, managed security and nurse call systems. Its three lots cover core and additional security services, managed security services, and nurse call systems built to HTM 08-03. Appointed suppliers include SMEs operating locally, regionally and nationally. Applications for this framework are closed, and it runs to 8 June 2027.

Context & Use Case

NHS trusts and other public bodies use it for manned guarding, mobile patrols, staff escorts, bed watch, car parking and CCTV monitoring, or for a managed service that bundles these under one contractor. Nurse call systems sit in a separate lot covering design, installation and maintenance. Buyers can appoint directly or hold a mini-competition, for short-term needs or long-term programmes.

Scope of Services

Lot 1: Core Services, including guarding, patrols, escorts, key holding, reception security and monitoring Lot 2: Managed Security Services Lot 3: Nurse Call Systems (HTM 08-03)

Lots

Lot 1: Core Services This lot covers a range of security services including Staff Escort Service, Key Holding, Lock/Un-Lock Services, Manned Guarding, Mobile Patrols/Response, and Reception/Front Desk Security. Additional services include Bed Watch, Building Security, Car Parking, Cash Collection, CCTV Control Room, Concierges, Dark Screen CCTV Monitoring, Live CCTV Monitoring, Lone Working Monitoring, Monitoring Building Management Systems, Remote Access Control, and Remote Monitoring Services. Lot 2: Managed Security Services This lot includes Managed Security Services such as Bed Watch, Building Security, Car Parking, Cash Collection, CCTV Control Room, Concierges, Dark Screen CCTV Monitoring, Staff Escort Service, Key Holding, Lock/Un-Lock Services, Live CCTV Monitoring, Lone Working Monitoring, Manned Guarding, Mobile Patrols/Response, Monitoring Building Management Systems, Reception/Front Desk Security, and Remote Access Control. Lot 3: Nurse Call Systems This lot involves the design, supply, installation, and maintenance of wired or wireless Nurse Call Systems for Healthcare environments. It ensures compliance with Health Technical Memorandum (HTM 08-03) Bedhead Services, including Patient-to-nurse (speech and non-speech), Staff-to-staff (emergency), Patient’s calling devices, Patient’s handsets, other call-system units (staff attack), Speech systems, and Nurse presence systems.

Who Can Apply

It suits security companies from local SMEs to national firms, managed security providers, and nurse call system installers. Applications for this framework are closed, so firms not appointed cannot join until the re-tender, likely around 8 June 2027.

Buyer Benefits

Direct award gets guards on site quickly when an incident or new building creates urgent need, while mini-competition tests price on larger contracts. Healthcare-specific services such as bed watch and lone working monitoring are built in, and including nurse call lets estates teams handle related systems through one agreement.

Next Steps

Appointed suppliers should prepare for mini-competitions with licensing records, mobilisation plans and healthcare references. Others should plan for the re-tender: the framework ends on 8 June 2027, so watch the NOE.0571 page on the NOE CPC site for successor notices. Nurse call installers should gather HTM 08-03 compliance evidence now.
