Framework Description
Specialist Estates Engineering & Maintenance Services (Hard FM), reference NOE.0609, is NHS North of England's framework for specialist engineering, maintenance and building services across 19 lots. It was awarded under the Public Contract Regulations 2015 and runs from 1 July 2024 to 30 June 2028, with appointed suppliers ranging from national Hard FM providers to SMEs and local firms.
Context & Use Case
Any UK public sector body can use it with NOE CPC's approval. Estates teams use it to clear maintenance backlogs, set up planned preventative maintenance, carry out essential repairs and improvements, and cover reactive work. Buyers choose individual lots or a bundled or fully managed Hard FM service, then direct award or run a further competition under NHS, JCT, NEC or PPC2000 terms.

Who Can Apply
It suits specialist building services engineers, fire safety and water hygiene contractors, renewables installers and Hard FM providers able to deliver managed services, including in high secure settings. Applications for this framework are closed, so firms not appointed cannot join until the re-tender, likely around 30 June 2028.
Buyer Benefits
Buyers avoid a full open procurement for estates work and can pick the contract form that fits the project, from NHS terms to JCT, NEC or PPC2000. Suppliers were selected with sustainability and social value commitments, and lots for low carbon heating and solar PV help public bodies decarbonise their estates.
Next Steps
Appointed contractors should prepare for further competitions with PPM schedules, rates and compliance records ready. Contractors not on the framework should plan for the re-tender expected around 30 June 2028: watch the NOE.0609 page on the NOE CPC site, choose target lots, and build healthcare case studies, accreditations and social value commitments.
