Framework Description
Total Waste Management Services III (NOE.0626) is NHS North of England's (NOE CPC) framework for waste management services for NHS and public sector bodies, awarded under the Public Contract Regulations 2015. It runs for four years, from 17 January 2025 to 16 January 2029, and call-off contracts can last up to seven years. It replaced Total Waste Management Services II.
Context & Use Case
NHS trusts generate waste ranging from clinical and offensive waste to confidential paper, IT equipment and old uniforms. They use this framework to meet duties under the Environmental Protection Act and NHS net zero commitments, buying single streams or bundling several lots, with direct award and further competition both available after signing a Customer Access Agreement.

Who Can Apply
It suits ISO 9001 and ISO 14001 certified waste contractors, or equivalent, with NHS or large public sector customers and carbon reduction credentials. Applications to the panel are closed, so suppliers not appointed cannot join until the re-tender expected around 16 January 2029.
Buyer Benefits
Call-offs of up to seven years let trusts build long partnerships and plan investment in areas such as reusable sharps. Separate healthcare waste lots allow the right treatment route for each stream, and combining lots reduces the number of collection contracts estates teams manage.
Next Steps
Appointed contractors should prepare for further competitions with carbon data, collection plans and compliance records. Because call-offs can run for up to seven years, contracts awarded now may outlast the framework, so suppliers not appointed should pursue local tenders and prepare for the re-tender ahead of 16 January 2029, watching the NOE.0626 page on the NOE CPC site.
