Framework Description
Building Safety and Fire Compliance (SBS10509) is NHS Shared Business Services' framework for the planned and reactive services public bodies need to keep buildings safe and fire compliant. Its ten lots cover fire safety, asbestos, lifts, water treatment, PAT testing, authorising engineers and pneumatic tube systems. It runs from 24 February 2025 to 23 February 2029 and is not a DPS.
Context & Use Case
The Building Safety Act created new duties for higher-risk buildings, including hospitals and care homes. NHS trusts and other public sector landlords use this framework to meet those duties and maintain day-to-day fire safety, from fire risk assessments and passive fire protection to legionella control and lift maintenance. Call-offs are by further competition or direct award.

Who Can Apply
It suits fire safety contractors, asbestos surveyors and removal firms, lift engineers, water treatment specialists, authorising engineers and pneumatic tube system providers. Suppliers were appointed at the start and new applications are not accepted, so newcomers must wait for the re-tender, likely around 23 February 2029.
Buyer Benefits
Statutory compliance is not optional, so buyers value specialists already vetted in each discipline and a quick route to appoint them. Covering assessments, works and authorising engineer oversight in one framework supports consistent compliance across an estate, and direct award helps when a reactive issue needs fixing fast.
Next Steps
Appointed suppliers should prepare for further competitions with accreditation records, response times and compliance documentation. Others cannot join before the framework ends on 23 February 2029; target direct building safety contracts with NHS and public landlords meanwhile, build Building Safety Act case studies, and watch the SBS10509 page on the NHS SBS site for re-tender activity.
How Athena Can Help
For contractors on SBS10509, Athena's contractor bid management produces further competition responses that show statutory competence, response capacity and value, with pricing built to win against other appointed firms.
Contractors not yet appointed can use our public sector bid consultants to win individual building safety tenders now, and our framework re-tender planning to plan for the 2029 re-tender and prepare accreditations, policies and case studies lot by lot, well before the deadline.
