Framework Description
Decarbonisation of Estates (SBS10504) is NHS Shared Business Services' framework for contractors and consultants who plan and deliver retrofit and decarbonisation programmes for public sector buildings. It has two lots, one for non-domestic and public buildings and one for domestic properties. It runs from 13 January 2025 to 12 January 2029 and is a traditional framework rather than a DPS.
Context & Use Case
NHS bodies and other UK public sector organisations use it to cut carbon on the way to net zero while tackling damp, mould and poor energy performance. Typical projects include heat pumps, solar PV, LED lighting, insulation and window and door replacement, informed by condition surveys, energy assessments and building information modelling. Work aligns with the NHS Net Zero Building Standard 2023 and PAS 2038.
Scope of Services
Lot 1: Decarbonisation of non-domestic/public buildings, including heat pumps, PV, LED lighting, insulation, windows and doors Lot 2: Decarbonisation of domestic properties, including PAS 2038 retrofit Both lots: building information modelling, condition surveys and energy assessment
Lots
Lot 1: Decarbonisation of non-domestic/public buildings Lot 2: Decarbonisation of domestic properties
Who Can Apply
It suits retrofit contractors, energy and decarbonisation consultancies and specialist installers with PAS 2038 and public sector experience. Suppliers were appointed in the initial procurement and new applications are not accepted, so others must wait for the re-tender, likely around 12 January 2029.
Buyer Benefits
Buyers reach contractors already experienced in complex retrofit, which matters when work happens in occupied buildings. Alignment with the NHS Net Zero Building Standard and PAS 2038 is built in, and the two-lot split lets organisations with mixed estates scope work across non-domestic buildings and housing.
Next Steps
Appointed suppliers should prepare for call-offs with carbon savings data, PAS 2038 credentials and social value plans under the Social Value Act 2012. Others cannot join before 12 January 2029, so build retrofit case studies with public bodies now, gain any missing accreditations, and watch the SBS10504 page on the NHS SBS site for re-tender activity.
How Athena Can Help
Decarbonisation call-offs turn on carbon outcomes and social value, so for appointed suppliers Athena's bid management and pricing builds evidence-led win themes, models your score against rival retrofit firms and prices programmes to win.
Retrofit firms not yet on SBS10504 can use our framework registration planning to target other decarbonisation frameworks that are open or opening and to prepare for the 2029 re-tender, while our public sector bid selection advice helps decide which direct public sector retrofit tenders to pursue meanwhile.
