Sustainable Transport and Infrastructure

Live

Framework Description

Sustainable Transport and Infrastructure is NHS Shared Business Services' framework for cutting transport emissions across NHS estates and other public sites. Nine lots cover transport decarbonisation consultancy, cycle parking, micro-mobility, low carbon deliveries, EV charging, sustainable car park design, build, finance and operation, car park management, and car park equipment. Applications for this framework are closed (it is not a DPS), and it ends on 19 November 2027.

Context & Use Case

Travel and transport make up about 14% of the NHS carbon footprint, and the NHS Net Zero Travel and Transport Strategy aims to halve staff travel emissions by 2033. Trusts use the framework to install EV chargers, launch e-bike and e-scooter schemes, move medical deliveries to electric vehicles and e-bikes, and rebuild or outsource car parks with ANPR and app payments.

Who Can Apply

It suits transport consultancies, cycle parking and micro-mobility operators, low carbon logistics firms, EV charging installers, car park designers, builders and operators, and ANPR and payment equipment suppliers. Appointed suppliers are fixed until the end date, so others should prepare for a re-tender around 19 November 2027.

Buyer Benefits

Trusts can tackle several emission sources through one route, from staff commuting to deliveries and visitor parking. Design, build and finance lots let them improve car parks with innovative financing, and the operation and management lots bring payments, security, maintenance and repair under one provider.

Next Steps

Appointed suppliers should prepare for call-offs with carbon savings per scheme, EV charger uptime and car park income data. Firms not on the framework face a re-tender ahead of 19 November 2027; pick the lots that match your offer, build NHS or public sector case studies, and follow NHS SBS's Sustainable Transport and Infrastructure page for notices.

How Athena Can Help

From EV charging to car park operation, buyers want proof of carbon cuts and reliable service. Athena's bid writers for infrastructure suppliers set that proof out against the scoring criteria, and our financial models cover the finance-led car park lots.

For the November 2027 re-tender, a framework pipeline and lot plan helps you prepare evidence for the right lots in time, and our bid for the bid planning sets out what it will take to win before you commit resources.
