Framework Description
This NHS Wales Shared Services Partnership procurement will set up an open capital construction framework for Swansea Bay University Health Board and Hywel Dda University Health Board, covering capital projects up to £7 million. It is expected to run to 4 April 2031, with an option to extend by two further 12-month periods to 4 April 2033. A planned procurement notice (063269-2025) was published on Find a Tender on 8 October 2025.
Context & Use Case
The two health boards will use it to deliver healthcare estate projects, from small modernisation works to schemes of several million pounds. Their aims are to build regional supply chains, cut procurement lead times and improve delivery confidence. Lower-value lots will be allocated by rotation and higher-value lots by mini-competition, mostly under NEC4 terms, with JCT also used by Hywel Dda.
Scope of Services
Lots 1A/1B: projects from £0 to £25k (reserved for SMEs) Lots 2A/2B: projects from £25k to £500k Lots 3A/3B: projects from £500k to £2m Lots 4A/4B: projects from £2m to £4m Lots 5A/5B: projects from £4m to £7m Ten lots in total across the two health boards
Lots
10 lots across SBUHB and HDUHB; Lots 1A/1B (£0-£25k, SME-exclusive), 2A/2B (£25k-£500k), 3A/3B (£500k-£2M), 4A/4B (£2M-£4M), 5A/5B (£4M-£7M)
Who Can Apply
It suits building contractors with experience on live healthcare sites. Lots 1A and 1B are reserved for SMEs, and contractors bidding for Lot 1 cannot bid for Lots 2 to 5, so choose your band carefully. A pre-qualification questionnaire will come first, and only the highest-scoring bidders will be invited to tender.
Buyer Benefits
A regional framework gives the two health boards quicker access to contractors who know their estates and lets them commission work in the right value band. Buyers will reward evidence of local supply chain use, social value, modern methods of construction and decarbonisation, as well as safe working around patients and clinical services.
Next Steps
The planned procurement notice says a pre-qualification questionnaire will come next, with all documents issued through the eTender Wales portal. Register there and check for the PQQ now, decide between the SME-only Lot 1 and the higher value bands for each health board, and gather healthcare project case studies, health and safety accreditations, and social value and carbon reduction commitments that reflect Welsh wellbeing goals.
