Framework Description

RM6380 Health Workforce Solutions is an NHS Workforce Alliance open framework let under the Procurement Act 2023. It runs from 22 January 2026 to 21 January 2034 and replaces the Managed Staff Banks (RM6278) and Workforce Improvement Services (RM6163) frameworks. A single lot covers outsourced staff banks, managed services, agency supply chain management, recruitment, workforce planning and vendor management systems. This framework is used by NHS Workforce Alliance and Crown Commercial.

Context & Use Case

NHS trusts use RM6380 for both tactical and strategic workforce needs: outsourcing a staff bank, appointing a managed service provider for temporary staffing, running domestic or international recruitment campaigns, planning their future workforce or installing a vendor management system. Because the term runs to 2034, trusts can place long contracts and change programmes through one agreement.

Who Can Apply

It suits managed service providers, staff bank operators, recruitment businesses and vendor management system providers with NHS or large public sector experience. It is not a route for transactional agency supply on its own. As a Procurement Act open framework, it admits new suppliers when it reopens, so suppliers not appointed in 2026 do not have to wait until 2034.

Buyer Benefits

Trusts can buy anything from a fully outsourced bank to a single recruitment campaign through one agreement on pre-agreed terms, with simpler call-off than separate procurements. The long term suits multi-year managed service and bank contracts, and buyers will favour providers who can show reduced agency spend and better fill rates.

Next Steps

Appointed suppliers should build reusable case studies and pricing models for competitive selection, which NHS Workforce Alliance recommends for these services, as trusts will compare providers closely. Suppliers outside RM6380 should check the framework page on the NHS Workforce Alliance website for the next reopening, and prepare NHS workforce evidence, financial information and policies so the application is ready when it opens.

How Athena Can Help

RM6380 is an open framework, so suppliers not appointed in 2026 can apply when it reopens. Athena's open framework applications service prepares that application in advance, from selection questions and financial evidence to case studies and policies, with a compliance check before you submit.

For appointed suppliers, our bid management consultants build win themes with our F.V.D. model and model your likely score against rival providers, and our public sector bidding support helps you price staff bank and managed service contracts to win and stay profitable.
