Asbestos, Legionella and Mould Framework

Live

Framework Description

The Asbestos, Legionella and Mould Framework is a national Northern Housing Consortium agreement for managing three of the main health hazards in public sector housing and other properties. It has four lots: asbestos management, legionella management, mould management, and a fully managed service covering all three. It is live until April 2028, covers commercial and domestic properties, and NHC members access it through the Consortium's procurement team.

Context & Use Case

Housing providers use it to buy surveys, sampling, testing, remediation and ongoing management for asbestos, water hygiene and damp and mould. Each discipline has its own lot, split into sub-lots such as asbestos removal or legionella consultancy, while the fully managed lot suits members that want one supplier for all three. Call-off is by mini-competition or ranked award.

Scope of Services

Lot 1: Asbestos management, including surveying, sampling, air monitoring, removal, consultancy and training Lot 2: Legionella management, including consultancy, water quality and system maintenance Lot 3: Mould management, including damp and mould surveys, remediation, sampling and monitoring Lot 4: Asbestos, legionella and mould fully managed service

Lots

Lot 1: Asbestos Management; Lot 2: Legionella Management; Lot 3: Mould Management; Lot 4: Asbestos, Legionella and Mould Fully Managed Service

Who Can Apply

Suits asbestos, legionella and damp and mould specialists, and environmental hygiene contractors able to run a fully managed service across all three, with the licences and accreditations each discipline needs. Applications for this framework are closed and it is live until April 2028, so suppliers not appointed cannot join until NHC re-tenders it.

Buyer Benefits

Damp and mould in social housing is under close regulatory and public scrutiny, and asbestos and legionella failures carry legal risk. Separate lots let a member pick a specialist for each hazard, while the fully managed lot lets it appoint one supplier to cover a property's hazard checks, cut the number of contractors on site and keep records consistent.

Next Steps

Suppliers on the framework should keep response times, survey data and accreditations ready for mini-competitions and ranked awards in their lots. Others should ask the NHC procurement team about the re-tender ahead of April 2028, decide whether to target a single-discipline lot or the fully managed service, and build evidence of asbestos, water hygiene and damp and mould work for housing clients.

How Athena Can Help

Compliance frameworks like this reward suppliers that can prove competence in every service they bid for. Athena's housing compliance bidding support helps you decide whether to target single-discipline lots or the fully managed service, and how to set out a joined-up offer.

For the re-tender, our six-to-twelve-month framework plan shows when this and similar NHC frameworks open, and our compliance services bid writers prepare the method statements, case studies and pricing so your submission scores well in each lot.
