PSNI 6462255 PSNI Minor Works Framework Agreement

Coming soon

Framework Description

The PSNI Minor Works Framework Agreement (reference 6462255) is being procured by the Northern Ireland Policing Board for building, mechanical and electrical minor and major works across the Police Service of Northern Ireland estate. Four contractors will be appointed across four lots, with an estimated total value of £104 million excluding VAT. The initial term is estimated from 1 October 2026 to 30 September 2028, with an option to extend to 30 September 2030.

Context & Use Case

The framework works in two parts. For minor works, a single contractor serves each lot area exclusively. Major works over £500,000 and up to £4.8 million across the whole estate go to mini-competitions among the four appointed contractors, awarded on lowest price under the NEC4 Engineering and Construction Contract. Projects include new build and refurbishment, with associated specialist subcontracts.

Scope of Services

Four lot areas for minor building, mechanical and electrical works Major works from £500,000 to £4.8 million across the PSNI estate New build and refurbishment projects Associated specialist subcontracts Delivery under NEC4 ECC and NEC4 ECSC

Lots

Four lots covering building, mechanical and electrical minor and major works across the PSNI estate

Who Can Apply

Suits building, mechanical and electrical contractors with NEC4 experience and the capacity to work on operational police premises in Northern Ireland. With only four places, one per lot, competition is strong. The framework has not yet been awarded, so check the eTendersNI notice for whether submissions are still open.

Buyer Benefits

A small panel of four contractors gives the Board continuity and contractors who get to know the PSNI estate and its security needs. Standard NEC4 terms make risk and change management consistent across projects, and one framework covering minor and major works avoids a separate tender for each scheme.

Next Steps

Check the eTendersNI notice for the current stage and deadlines, and register on eTendersNI if you have not already. If you bid, prepare to mobilise and to price major works keenly, as those mini-competitions are decided on lowest price. If you missed this round, gather NEC4 case studies, accreditations and evidence of work in secure or occupied public buildings ahead of the next procurement, expected near 30 September 2028 or 2030.
