Framework Description
A planned framework from Nottingham City Council, commissioned jointly with Nottinghamshire County Council, for mental wellbeing training for council staff. It will cover mental health awareness, suicide prevention, self-harm, gambling harms and financial wellbeing. The councils are running pre-market engagement to shape the procurement, and a formal tender is expected to follow.
Context & Use Case
Both councils want staff who can recognise and respond to mental health and wellbeing needs, supporting the wellbeing of employees and of the communities they serve. Training will reach different workforces across the two authorities. What the councils learn from the market during engagement will inform how they design the procurement and approach the market.

Who Can Apply
Suits training providers and charities with qualified trainers in mental health, suicide prevention and related topics, and experience of delivering to public-sector staff. The tender has not been issued, so any capable provider can prepare now and bid when it opens.
Buyer Benefits
One framework gives both councils a vetted set of trainers across linked topics, so they can schedule courses without procuring each one. Joint commissioning also brings consistency: city and county staff receive training to the same standard, and the councils can compare results across their workforces.
Next Steps
Check Nottingham City Council's procurement page for engagement activity and the tender notice. Prepare evidence of trainer qualifications, course content, how you measure impact and examples of delivery to council or NHS staff. If engagement is still open, use it to raise practical points on course formats, group sizes and how lots might be split.
How Athena Can Help
With the wellbeing training framework still being designed, providers who prepare early write stronger bids. Athena can help you decide whether and how to bid with bid/no-bid advice, then pull together your evidence on trainer qualifications, safeguarding and impact measurement.
Once the tender is live, our bid writing service drafts responses to the councils' criteria, including social value. We can also find other council and NHS training frameworks that suit you through our help with framework applications.
