Strategy Support Framework

Live

Framework Description

The Nuclear Decommissioning Authority's Strategy Framework is a single-supplier framework for specialist technical and strategic support to strategy development across the NDA group. Awarded after an open procedure, it runs from 1 April 2026 to 31 March 2028, with two optional 12-month extensions to 31 March 2030, and has a contract value of £10 million excluding VAT.

Context & Use Case

The NDA uses it for independent expert input to strategy across its driving themes: site decommissioning and remediation, integrated waste management, spent fuels and nuclear materials, plus non-NDA liabilities and group strategic planning. Work ranges from policy and regulatory support to designing and facilitating strategy programmes, and only the NDA, as establishing party, can use the framework.

Scope of Services

Support to policy, legal and regulatory matters linked to NDA group strategy Support to strategy development by the NDA and its operating companies Designing and facilitating strategy development work programmes Review of strategic work delivered under other NDA group frameworks Business and organisational strategy development Assessing the impact of strategic interventions on the group mission

Who Can Apply

Suits strategy and technical consultancies with deep nuclear knowledge across all of the NDA's strategic themes, or consortia that combine those skills. The framework has been awarded to a single supplier, so no other firm can join it; the next opportunity is a re-competition, likely ahead of 31 March 2028 or, if extended, 2030.

Buyer Benefits

A single adviser gives the NDA continuity: one team that builds up knowledge of its strategy, data and stakeholders over the term rather than starting fresh with each commission. That cuts briefing time, keeps advice consistent and gives the authority a quick route to specialist input when strategic questions arise.

Next Steps

The last round ran from a pipeline notice through market engagement to an open tender, so watch Find a Tender for NDA notices well ahead of the 31 March 2028 end date. Meanwhile, build case studies of strategy work for nuclear or similarly regulated clients, line up named experts across waste, spent fuel and remediation, and decide whether a consortium would cover the full scope.

How Athena Can Help

The NDA's strategy framework is now held by a single supplier, so the opportunity is the next re-competition. Athena's bid audit and competitor analysis reviews past NDA awards, models how your team would score and builds F.V.D. win themes well before the next tender.

Our bid for the bid planning helps you decide whether to bid alone or as a consortium, and our framework pipeline service finds other nuclear and government consultancy frameworks open now, so you are not waiting on one contract.
