Framework Description
NRS is preparing up to seven framework agreements for technical and professional support services for nuclear decommissioning. The frameworks are due to start in June 2027 and run for up to four years on a 2+1+1 basis, ending by 31 May 2031. Cumulative call-off value is estimated at £45 million, though NRS does not guarantee any volume of work to appointed firms.
Context & Use Case
NRS project and engineering teams will call on appointed consultancies for planning, design, safety, environmental and project management input on complex decommissioning projects. Multi-year programmes need advisers who stay with the work over time, and appointing several firms gives NRS a choice of expertise and capacity for each assignment as the programme moves through its stages.
Scope of Services
Technical expertise for decommissioning planning and delivery Feasibility studies, design support and risk assessments Environmental, safety and regulatory compliance strategy Project management and contract administration Specialist decommissioning advice

Who Can Apply
Engineering and professional services consultancies with nuclear decommissioning, nuclear engineering or project management expertise, and the qualifications and security clearances the work demands, or the ability to obtain them. The procurement is upcoming, so any qualifying firm can bid.
Buyer Benefits
NRS gets a set of pre-qualified consultancies it can task quickly across a broad mix of disciplines, avoiding a separate procurement for each study or project. With seven places it can match firms to assignments by specialism and capacity, and performance-based extensions give firms a reason to keep quality high.
Next Steps
Follow the Dounreay procurement page on GOV.UK for the tender. Prepare decommissioning case studies, CVs for key people, accreditation and security clearance status, and an outline of how you will resource assignments at short notice. Smaller specialists should consider partnering to cover more of the scope and strengthen their bid.
How Athena Can Help
A £45 million, seven-place framework will draw strong consultancies, so preparation now pays off. Athena can map out your public sector bid strategy and work out where your nuclear credentials score best.
When the tender opens, our bid team for consultancies writes the technical responses and case studies, models your likely score against rivals, and sets rates that hold margin. We can also chart other nuclear frameworks through our framework pipeline planning.
