Framework Description

Facilities Services (EFM3141 NW) is an NWUPC framework for gas equipment maintenance and electrical testing at member institutions, split into seven lots by service, size and nation. It started on 1 May 2024 and runs until 30 April 2027, with an option to extend by 12 months to 30 April 2028. Gas maintenance is divided at 500 kW, and portable appliance testing and fixed wire testing have separate lots for different parts of the UK. This framework is used by NWUPC, SUPC, APUC and Crescent Purchasing.

Context & Use Case

Universities and colleges must keep gas plant serviced and electrical installations tested to meet safety obligations across large estates. Estates teams call off from the lot matching their plant size or location, whether that is boiler servicing in a residence, a campus-wide PAT testing programme or periodic fixed wire inspections across academic buildings.

Scope of Services

Lot 1: Gas equipment maintenance and repair, domestic and non-domestic, up to 500 kW Lot 2: Gas equipment maintenance and repair, domestic and non-domestic, over 500 kW Lot 3: Portable appliance testing (England and Wales) Lot 4: Portable appliance testing (Scotland) Lot 5: Portable appliance testing (Northern Ireland) Lot 6: Fixed wire testing (England, Northern Ireland, Wales) Lot 7: Fixed wire testing (Scotland)

Lots

Lot 01: Gas Equipment Maintenance & Repair - Domestic & Non-Domestic up to 500 kW; Lot 02: Gas Equipment Maintenance & Repair - Domestic & Non-Domestic over 500 kW; Lot 03: Portable Appliance Testing (England and Wales); Lot 04: Portable Appliance Testing (Scotland); Lot 05: Portable Appliance Testing (Northern Ireland); Lot 06: Fixed Wire Testing (England, Northern Ireland, Wales); Lot 07: Fixed Wire Testing (Scotland)

Who Can Apply

Suits gas engineering contractors, electrical testing firms and compliance specialists with registered engineers and coverage in the relevant nations. Applications for this framework are closed, so firms not appointed should prepare for the re-tender expected around 30 April 2027.

Buyer Benefits

Gas and electrical compliance is a legal requirement, so estates teams want qualified contractors ready to call on without tendering each programme. Lots by size and nation mean they deal with firms that have the right capability and local coverage, and pre-agreed rates simplify budgeting.

Next Steps

The term ends on 30 April 2027, so a re-tender is likely within months. Check the lot structure on the NWUPC framework page, decide which lots match your engineers and coverage, and gather registrations, accreditations, safety records and education estate case studies now.
