Framework Description

Facilities Supplies (EFM3190 NW) is an NWUPC framework for maintenance materials used by member estates teams, covering air filters, electrical materials and plumbing, sanitary and heating supplies. It runs from 1 August 2023 to 31 July 2027 with no extension and has six lots, with separate Great Britain and Northern Ireland lots for electrical and plumbing materials. This framework is used by NWUPC, SUPC and APUC.

Context & Use Case

Estates and maintenance teams use it to keep plant rooms, ventilation systems, electrical installations and washrooms running. They can buy air filters as products or as a supply, fit, maintenance and disposal service, and order electrical and plumbing stock from merchants serving their region, without setting up separate contracts for each trade.

Who Can Apply

It suits electrical wholesalers, plumbing and heating merchants, and air filtration suppliers and service providers. Applications for this framework are closed, so suppliers not appointed cannot join until the re-tender expected around 31 July 2027, when they can bid for the lots that fit their range and region.

Buyer Benefits

Estates teams get agreed prices on the materials they buy most often, with regional lots so suppliers can deliver quickly to sites in Great Britain or Northern Ireland. The air filter service lot also lets them hand over a planned maintenance task entirely rather than managing it in-house.

Next Steps

Appointed suppliers should promote branch coverage, trade counters and online ordering to member estates teams. Others should review the six lots on the NWUPC framework page, decide which match their product range and geography, and prepare pricing, delivery data and public sector references for the re-tender before 31 July 2027.

How Athena Can Help

For merchants and filtration specialists, the next opportunity on Facilities Supplies is the 2027 re-tender. Athena's framework bid readiness review maps the lots against your range and gathers the documents and references you will need.

Our bid managers and compliance reviewers then write and check your submission, and our public sector bid economics advice helps you price large product baskets competitively while protecting margin on everyday trade lines in Great Britain and Northern Ireland.
